Integrating Services and Permanent Housing for Families Affected by Alcohol and Other Drugs: A Guidebook and Resource Manual was developed by the National Abandoned Infants Assistance (AIA) Resource Center at the University of California at Berkeley, with suggestions, information, assistance and contributions from a multi-disciplinary Technical Expert Group (TEG):

Integrating Services and Permanent Housing for Families Affected by Alcohol and Other Drugs: A Guidebook and Resource Manual has been prepared for use by any individual, organization, or collaborative entity interested in making permanent, affordable housing and support services available to families affected by alcohol and other drugs. The manual is intended to offer guidance and suggested ways of integrating permanent housing and support services for this population, and to help prevent common pitfalls. To this end, it provides information to consider in developing various forms of permanent housing and a range of support services for families. It does not, however, pretend to be all-inclusive or to prescribe any one way of integrating housing and services. Rather,it provides information about best practices which are based on opinions and collective experience and may vary considerably among communities.

Specifically, the manual includes:

  • an overview of the need and basic principles,
  • key considerations and critical issues in the development and management of permanent housing and support services for families affected by alcohol and other drugs,
  • resource development,
  • basic guidelines to help any individual, agency or community take the first steps toward planning, developing and managing a program which integrates permanent housing and support services for families affected by alcohol and other drugs,
  • program profiles to illustrate different ways of developing, managing and/or linking affordable housing, which is conducive to recovery, with support services to help families maintain sobriety, keep their families together and work toward self-sufficiency, and
  • An extensive list of resources and appendices
